Rural productive units represent an alternative for improving the quality of life in rural communities, but they require relevant training for their implementation and sustainability. During the COVID-19 pandemic, the business training processes offered by the National Learning Service (SENA) underwent significant transformations, which in many cases were not effective in consolidating these productive units. The objective of this study is to analyze the effectiveness of SENA training programs during the social confinement in Colombia and their impact on the development (...) of rural productive units in municipalities of Cundinamarca. A qualitative approach with descriptive scope and an action research design was used, employing interviews and focus groups with 22 participants of the SENA Emprende Rural program. The findings indicate that the insufficient accompaniment by tutors and the lack of adequate training hindered the consolidation of the productive units, which led to the closure of seven of them by the beneficiaries. Therefore, it is concluded that it is necessary to offer training programs adjusted to the needs of the rural context, in addition to providing continuous support and financing to ensure the sustainability of the productive units. One of the most significant contributions of the application of the analytical method in Wittgenstein’s later work consists in the differentiation of the grammatical, semantic, and pragmatic structure of statements in the first and in the third person which express the feelings and experiences of human beings. His analysis aims to show the difference in meaning and understanding between statements of the form “I am depressed” and “Arthur is depressed”. This paper is oriented to show the theoretical implications of Wittgenstein’s (...) study, which validates and legitimizes the specificities of psychiatry and psychology as sciences of different types from that of natural sciences, which are configured according to different language games and require interpretive observation and understanding of the significant expressions of the affective life of human beings, such as language, actions, and symbolic figures. With this analysis, Wittgenstein opens a communication channel between analytical philosophy and hermeneutics for the studies of human beings. (shrink)

Actualmente, somos integrantes de la Red de Educadores Matemáticos Críticos (REDUMAC) y encontramos relevante, estudiar los caminos transitados, los desafíos que hemos asumido con la intención de transformar las prácticas matemáticas desde la escuela, así como hacer evidente las posibilidades de nuestra apuesta teórica, metodológica y las formas de trabajo como colectivo de maestros. Este colectivo surge del interés y preocupación de profesionales en educación por continuar la formación que habíamos puesto en marcha desde el desarrollo de nuestros trabajos de (...) grado de maestría bajo perspectivas sociopolíticas y de la política cultural de la educación matemática retomando inicialmente postulados de la Educación Matemática Crítica (EMC). El desarrollo de las prácticas pedagógicas propuestas que hemos gestado ha girado en torno al diseño de escenarios de aprendizaje y de ambientes de modelación matemática. Sustentados en estas ideas teóricas, REDUMAC busca generar espacios desde los cuales los profesores continuemos profundizando y reflexionando las ideas que trabajamos en nuestras investigaciones, encontrando intereses comunes con otros compañeros. De esta manera, buscamos posicionarnos y actuar críticamente en nuestro rol como profesores e investigadores desde el campo de la educación matemática para pensar y reflexionar sobre las problemáticas que vinculan la escuela, la universidad y la sociedad. Nuestro objetivo es continuar consolidándonos como red y como espacio de formación continuada de profesores, desde un proceso autónomo que surge de los propios intereses de sus participantes, y que quiere vincular a más profesores e investigadores del país que tengan esas mismas intencionalidades. Con este escrito, buscamos no solo invitar a la comunidad a poner en discusión esta preocupación, sino dar a conocer la experiencia en formación continuada de profesores de matemáticas que hemos venido explorando, construyendo y consolidando desde espacios de autoformación. Para lograrlo, hacemos un proceso reflexivo y de autoconocimiento para identificar los caminos que hemos transitado, las posibilidades y los retos que venimos asumiendo desde nuestro trabajo colaborativo, buscando otros mundos posibles que vinculen la educación matemática y la realidad social de nuestro país. De esta manera, iniciamos el artículo con un apartado en el cual argumentamos la relevancia de retomar el camino de REDUMAC, posteriormente, reconstruimos en detalle nuestra historia, y en un tercer apartado, profundizamos en las estrategias de trabajo que hacen particular a este colectivo de maestros. Para finalizar, relatamos los caminos recorridos, los logros alcanzados, los aprendizajes construidos, las posibilidades que encontramos a futuro para nuestro colectivo y para iniciativas que se puedan gestar en estas líneas. The quality of life of rural populations in Colombia is affected by various problems, including poor living conditions related to limited access to basic services, education, health and economic opportunities. Thus, the purpose of this study is to identify the most impacted dimensions in these rural contexts and to formulate guidelines to address the difficulties faced by their inhabitants. Methodologically, the research is framed within the qualitative paradigm, with a descriptive scope and is based on a review of existing academic (...) literature. The findings emerging from the literature review show that the most affected dimensions are access to public services, infrastructure, employment and education, which has a direct impact on the general welfare of rural communities. It is concluded that there is a need to implement public policies that promote the integral development of these areas, improving their infrastructure, strengthening access to basic services and promoting educational and economic strategies that favor a better standard of living in rural areas of Colombia. Este artículo examina la percepción estudiantil sobre discriminación y racismo en la educación superior. La pregunta que orienta el estudio es: ¿Qué percepciones tienen los estudiantes sobre la discriminación y el racismo en el contexto universitario? El racismo es considerado una ideologíaque naturaliza la desigualdad y que toma como base las particularidades biológicas para establecer situaciones de diferenciación social. Así, la discriminación se refiere a circunstancias de exclusión,segregación, restricción debido a estereotipos que limitan los derechos de las personas. El estudio (...) fue de carácter cuantitativo, descriptivo y transversal. Participaron 263 estudiantes provenientes decuatro facultades de la Universidad Nacional de Chimborazo. Los datos de la investigación fueron recogidos mediante el Cuestionario de Percepción sobre racismo y discriminación en la EducaciónSuperior. Se evidencia que el 29,9 % de estudiantes manifiesta haber experimentado racismo y discriminación; el 89,7 % afirma que nunca lo han ejercido y el 57,7 % aduce que ha observado diversas manifestaciones en las interacciones. Los principales focos de la discriminación son: etnia, género, identidad sexual, situación socioeconómica y/o discapacidad. Las manifestaciones de la exclusión son explícitas e implícitas y las formas más evidentes de ejercerlos son a través deviolencia psicológica, verbal y física. Finalmente, existe una negación y naturalización del fenómenoque se encuentra enraizado en la dinámica institucional. (shrink)

The aim of this paper is to elucidate the vital meaning and strategic role that nutrition holds in Claude Bernard’s “biological philosophy”, in the sense Auguste Comte gave to this expression, _i.e._ the theoretical part of biology. I propose that Bernard’s nutritive perspective on life should be thought of as an “interfield” object, following Holmes’ category. Not only does nutrition bridge disciplines like physiology and organic chemistry, as well as levels of inquiry ranging from special physiology to the organism’s total (...) level, including the cell and protoplasm, but it also forms the genetic and structural foundation for Bernard’s two fundamental axioms in general physiology: the necessary complementarity of destruction and creation (1) and the uniformity of this physiological law across all life forms, be it plants or animals (2). Because Bernard’s nutritive theory is a major pivot for the re-ordering of life and its characterization, I argue that it must be located and understood in the scientific and metaphysical context of his time, of which he claims to be the heir and challenger—what I propose to characterize as the “epistemic space” of nutrition, on the background of which Bernard builds his own “logic”. I then set out this _logic of nutrition_, focusing on three interrelated bernardian theses: the establishment of the theory of indirect nutrition as the basis for the notion of “milieu intérieur”; the enduring conception of nutrition as a continuous generation; the emphasis on nutrition as a way of reshaping the form/matter relationship. Shepherd propounds a theory of mind with a fair claim to be better than Hume’s at explaining the sources of commonly held human beliefs about causal necessity due largely to her relational theory of sense perception. In comparison with Hume’s account, it incorporates a more sophisticated treatment of mental representation, especially the role of relational structure and logical form. Most important, perhaps, Shepherd’s theory enforces the division, obscured by Hume, between the evidence of necessity and the metaphysical foundation of necessity.

Robert Grosseteste’s utilization of Greek and Arabic Aristotelian commentators represents an intriguing aspect of his approach to Aristotle. This study centres on Grosseteste’s quotations from John Philoponus’ Commentary on Posterior Analytics, which Grosseteste employed to complement his own commentary on this Aristotelian work. After revisiting the debated medieval circulation of segments of Philoponus in connection with James of Venice’s Aristotelian translations, the article delves into the Renaissance Latin versions of Philoponus’ commentary. This includes the previously overlooked translation by Maurizio Zamberti (...) (1516, unpublished) and the initial Venetian editions (1534, 1539, 1542). The Venetian prints were derived from an anonymous and unfamiliar Latin version that followed James of Venice’s translation and terminology. This distinctive feature, along with the marginalia referencing Lincolniensis (i.e., Grosseteste) in Philippus Theodosius’ revised text (Venice 1542), allows for a comparison of passages from Grosseteste and Philoponus to validate their correspondences. The final segment of this study investigates Grosseteste’s sparse and elusive references to Aristotle’s On the Soul in light of the possibility that they may stem from fragments of Philoponus’ commentary accompanying James of Venice’s translation of that Aristotelian work. This paper argues that Locke has a representative theory of sensitive knowledge. Perceivers are immediately aware of nothing but sensory ideas in the mind; yet perceivers think of real external substances that correspond to and cause those ideas, and they are warranted in believing that those substances exist (at that time). The theory poses two questions: what warrants the truth of such beliefs? What is it in virtue of which sensory ideas represent external objects and how do they make perceivers (...) think of those objects? Both the epistemic and semantic issues need to be addressed. This paper urges that Locke's basic account of warrant is roughly reliabilist. The causal origin of sensory ideas assures that, in general, sense based beliefs are true. Locke defines the limit of this warrant by the theoretical point that we cannot discuss skeptical doubt without assuming the truthfulness of our perceptual faculty. Turning to the semantic question, the paper argues that ideas are mental modifications or entities. They are not intrinsically representative (satisfiable), but rather represent only by virtue of their causal origin. They merely “track” the presence of substances and their qualities. Ideas nevertheless prompt perceivers to think of their causes. This is roughly because sensory ideas have a specific mental role, namely, to serve as marks for distinguishing substances and their respective qualities for purposes of action. The paper suggests that, for Locke, the challenge posed by the semantic veil of ideas is to explain this externally directed marking function within bounds of his anti‐innatism. But it concludes that his answers to the twin questions fit together reasonably well. (shrink)

Our concern on how and on which terms we are able to live in society, has turned peaceful coexistence into a important thematic for people from different disciplines who aspire to a harmonic and organized means of life. The recurrence of destructive conflict and unequal conditions validate a longstanding question: is it possible for us to live together? With the objective of providing opportunities for understanding and reflection that will draw us closer to open yet not absolute answers, this article (...) provides three considerations: the proposal to assume peaceful and civilized coexistence as a problem of rational organization; the criticism of communitarian to the modern organization project; and a perspective that sees in education and emotional transformation the opportunity to recuperate the harmony in peaceful coexistence, which has been altered by culture. Being imitated has a wide range of pro-social effects, but it is not clear how these effects are mediated. Naturalistic studies of the effects of being imitated have not established whether pro-social outcomes are due to the similarity and/or the contingency between the movements performed by the actor and those of the imitator. Similarity is often assumed to be the active ingredient, but we hypothesized that contingency might also be important, as it produces positive affect in infants and can be (...) detected by phylogenetically ancient mechanisms of associative learning. We manipulated similarity and contingency between performed and observed actions in a computerized task. Similarity had no positive effects; however, contingency resulted in greater enjoyment of the task, reported closeness to others, and helping behavior. These results suggest that the pro-social effects of being imitated may rely on associative mechanisms. (shrink)

No matter how it is viewed, as a plausible version of anti-utilitarianism or of non-consequentialist, or even as a plausible version of deontology, the theory of prima facie duties certainly makes W. D. Ross one of the most important moral philosopher of the twentieth-century. By outlining his pluralistic deontology, this paper attempts to argue for a positive answer to the question of whether Ross’s theory can offer a solution to the issue of conflicting duties. If such a solution is convincing, (...) as I believe it is, it would indicate the possibility to justify within the deontological framework, i.e., without committing to the principle of good-maximizing, those “hard cases” where people should break a promise or other (prima facie) duty in order to prevent a disastrous outcome. The theory of prima facie duties might then suggest that deontology and utilitarianism would likely be reconcilable. (shrink)

En los últimos tiempos el derecho ambiental ha ganado un puesto importante en el ámbito jurídico, hecho que refleja la preocupación que hoy se tiene por la relación del hombre con su entorno. Desde hace quince años, la Universidad Colegio Mayor de Nuestra señora del Rosario, por intermedio de su Facultad de Jurisprudencia y concretamente de la Especialización y la línea de investigación en Derecho Ambiental, ha propuesto a través de diversos proyectos avanzar en el conocimiento y análisis del ordenamiento (...) jurídico ambiental, aportando así al desarrollo, estructura y consolidación de esta rama jurídica. Bajo estos parámetros, el objetivo de esta publicación es hacer algunas reflexiones en torno a distintos temas que dentro del derecho público impactan o influyen al derecho ambiental y responder a los enormes desafíos que se presentan en la materia. Por tanto, el programa quiere contribuir desde la academia al diálogo crítico y propositivo que permita dar solución a los problemas encontrados en la aplicación del derecho ambiental. En el primer capítulo, Gloria Amparo Rodriguez describe los ordenamientos jurídicos constitucionales de Colombia, Ecuador y Bolivia a fin de analizar la forma en que cada uno de ellos consagra el derecho a un ambiente sano. A continuación, Martha Ovalle y Zelba Nidia Castro de Perez realizan un estudio de los principios de precaución y prevención, exponiendo su alcance, su fundamento desde el derecho internacional y cómo vienen siendo entendidos por nuestro ordenamiento jurídico, tanto jurisprudencial como legal. Luis Adolfo Diazgranados se ocupa de la responsabilidad de los funcionarios públicos en materia ambiental, para lo cual realiza un análisis de los deberes consagrados en la normatividad vigente. Continuando con esta temática, el profesor Jorge Agudo Gonzalez, de la Universidad Autónoma de Madrid, explora la incidencia del ambiente y los recursos naturales en los procesos contractuales, a fin de mostrar cómo estas materias se han constituido en variable fundamental en el devenir de la formación, celebración y ejecución de los contratos, desde un punto de vista crítico, los aspectos importantes del proceso sancionatorio ambiental, evidenciando las falencias y vacios del a Ley 1333 de 2009. Jairo Cabrera plantea algunas reflexiones sobre la responsabilidad, valiéndose de la doctrina internacional, sobre la problemática de la reparación por daño ambiental. Por su parte, Leonardo Güiza Suárez explica el régimen general de la responsabilidad ambiental en el ordenamiento jurídico a partir del daño de los bosques naturales y su incidencia sobre los derechos humanos. Andres Gomez Rey, desde la teoría del acto administrativo, desarrolla el análisis crítico del régimen jurídico de las aguas superficiales en el derecho ambiental. Giovani J. Herrera Carrascal realiza una disertación sobre los recursos naturales y el ambiente como elementos del espacio público que a su vez constituye en un componente del medio ambiente urbano a partir de la jurisprudencia y de las competencias respectivas. Por último, Marybell Ochoa Miranda trate el tema de los residuos hospitalarios en Colombia, exponiendo su régimen jurídico, las competencias de las autoridades ambientales, los deberes que en estos asuntos tienen los ciudadanos, proponiendo lineamientos para avanzar en la consolidación de la gestión integral de residuos hospitalarios y similares. Synthetic biology is a cutting-edge area of research that holds the promise of unprecedented health benefits. However, in tandem with these large prospective benefits, synthetic biology projects entail a risk of catastrophic consequences whose severity may exceed that of most ordinary human undertakings. This is due to the peculiar nature of synthetic biology as a ‘threshold technology’ which opens doors to opportunities and applications that are essentially unpredictable. Fears about these potentially unstoppable consequences have led to declarations from civil society (...) groups calling for the use of a precautionary principle to regulate the field. Moreover, the principle is prevalent in law and international agreements. Despite widespread political recognition of a need for caution, the precautionary principle has been extensively criticized as a guide for regulatory policy. We examine a central objection to the principle: that its application entails crippling inaction and incoherence, since whatever action one takes there is always a chance that some highly improbable cataclysm will occur. In response to this difficulty, which we call the ‘precautionary paradox,’ we outline a deliberative means for arriving at threshold of probability below which potential dangers can be disregarded. In addition, we describe a Bayesian mechanism with which to assign probabilities to harmful outcomes. We argue that these steps resolve the paradox. The rehabilitated PP can thus provide a viable policy option to confront the uncharted waters of synthetic biology research. (shrink)

The paper attempts to outline the actual academic debates around the concept of PR ethics. The first part aims to show the intimate link between professionalism and ethics as well as their bearing on the reputation of the PR field. Whether and how ethical public relations are possible is the main issue analyzed in the second part of the article. The two paradigms of public relations, “the attorney-adversary system” and “the two-way symmetrical model”, are put face to face in order (...) to better understand the arguments of their proponents as to the way of approaching to the ethical matters. A main concern of the third part is to answer the question if something is wrong with situational ethics. The problem is approached in the light of virtue ethics, which is itself situational in Aristotel’s sense of the term. In the final part, the paper suggests the possibility to use W. D. Ross’s pluralist deontology as a conceptual structure from which to build a practical model for the analysis of moral dilemmas in the PR practice. (shrink)

Antecedentes. En el 2007 se legalizó el aborto en la Ciudad de México, acusando una elevada mortalidad materna por aborto.Objetivo. Analizar los datos generales de la mortalidad materna y por aborto en el país y en la capital.Metodología. Estudio retrospectivo, con datos obtenidos del INEGI. Cálculo de la razón de mortalidad materna general y por aborto. Análisis de correlación de Pearson y regresión lineal de los resultados. Análisis de tendencias de incremento y decremento anual. Desglose de muertes maternas.Resultado. Regresión lineal (...) sobre la RMM nacional (R² = 0.87) con tendencia a la baja; RMM por aborto nacional (R² = 0.49) con débil tendencia hacia la baja; RMM por aborto en la Ciudad de México (R² = 0.001) no muestra una tendencia hacia la baja.Conclusión. La despenalización del aborto en la Ciudad de México no mostró tener un impacto en la reducción de muertes maternas por aborto. El aborto provocado ocupa el 12° lugar de las muertes maternas en México. (shrink)

Contributors were asked: What will political theory look and sound like in the next century and beyond? What claims might political theorists or their descendants be making in ten, twenty-five, fifty, a hundred years’ time? How might they vindicate those claims in their future contexts? How (...) will the consistent concerns of political theorists evolve into the questions critical for people decades or centuries from now? What new problems will engage the political theorists (or their rough equivalents) of the future? What forms might those take? Byrne & Russon's proposal that stimulus enhancement, emulation, and response facilitation should be lumped together as priming effects conceals important questions about nonimitative social learning, fails to forge a useful link between the social learning and cognitive psychological literatures, and leaves unexplained the most interesting feature of phenomena ascribed to.

This volume brings together eminent theologians, philosophers and political theorists to discuss such questions as how religious understandings have shaped the moral landscape of contemporary culture; the possible contributions of theology and theologically informed moral argument to contemporary public life; the problem of religious and moral discourse in a pluralistic society; and the proper relationship between religion and culture.

The present work provides a detailed account of the available data on ʿAbd al-Laṭīf al-Baġdādī’s biography, an outline of his philosophical thought, and a detailed analysis of his reworking of pre-Avicennian Greek and Arabic metaphysics.

In recent years, there has been an upsurge in the number of civilian resistance movements (CRMs) within states to counter government repression and coups d’états through which civilians are on the frontlines of state brutality and mass atrocities. This article considers the implications of CRMs for atrocity prevention and the associated responsibility to protect norm by asking, Should the international community support CRMs as part of its wider commitment to ending mass atrocities? In this article, we evaluate both military and (...) nonmilitary support to CRMs. We argue that in the context of coups and government repression, providing lethal military support to CRMs will often make things worse in terms of atrocity prevention. We however explain that the provision by the international community of nonlethal and nonmilitary support through political recognition, technical assistance, and accountability can yield positive results. We illustrate this argument with the case of Myanmar. (shrink)

This paper presents Walzer’s pluralist approach to justice as contrasted with standard egalitarian liberalist accounts such as Rawls’s. Walzer’s notion of “complex equality” is discussed in order to see whether by defending the sort of socialism attached to it, he can be still situated within the liberal tradition of thought, or the so-called “socialism of o liberal kind”, as he likes to term it, means a moving away from the basic liberal principles. In my view, since Walzer’s conventionalist and contextualist (...) account of justice is inextricably linked to some philosophical, metatheoretical suppositions, revealing them could be useful to illuminate such a problem. This paper aims to draw attention to the importance of John Rawls’ effort to integrate pluralism in the core of the liberal conception of justice. Rawls’ attempt to construct a political concept of justice compatible with the plurality of the doctrines on «good» is presented in contrast to the communitarians’ mere plea for respect of this plurality.

In this paper we argue that legal theory has been servile to the male sex of the law. Then, we outline how that theory can be reformulated, taking into consideration new conceptual categories such as the embedded and concrete person. We then explore how this new way of conceiving legal theory is connected to the ideas of relational autonomy, equality and respect. Finally, we illustrate some of the problems examined through a case study and point out the conclusions of the (...) article. (shrink)

Nos proponemos indagar la recepción de la Ilustración en Friedrich Nietzsche. Encontramos en sus escritos publicados y póstumos no solo una evaluación o balance crítico de los alcances de este movimiento en sus distintas expresiones, sino también el ensayo de continuar con algunas de sus tareas, a partir de una praxis filosófica de carácter experimental. Consideramos, por lo tanto, que la noción de Aufklärung, con los giros y los matices esbozados por el propio pensador alemán, merecen un renovado y detenido (...) análisis, tanto por los aportes que pueden hacerse en el campo de la exegesis crítica e histórica del corpus nietzscheano, como por la posibilidad de reconstruir, en parte, el modo en que ingresa la corriente ilustrada en la filosofía europea de mediados y segunda mitad del siglo XIX.
